Jessica Horan is the Director of the Erie County Department of Planning and Community Development. Previously, Jessica served for 7 years as the Executive Director of the Erie Area Council of Governments, a multi-municipal collaborative organization. Under her leadership the COG grew from 9 member municipalities to 24. Jessica has personal experience in municipal government having served for 12 years on Erie City Council. She holds a Master’s Degree in Organizational Leadership from Mercyhurst University.
